UK Councils Intend to Dispose of Social Clubs and Sports Centres to Manage Finances

Based on a latest study of local authorities, English councils are preparing to sell community centers, sports centres, and retail spaces as they rely on a rapid disposal of properties to stabilize finances.

Growing Fiscal Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in England stated that 60% of local authorities are planning to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Local governments have in the past come under fire for disposing of playing fields and land to shore up their budgets, but they argue they must continue to raise vital cash from property disposals or face insolvency.

The group noted that a significant number of authorities attempting to raise money from a quick sale of assets represented “a clear change from 2024, when the majority (six in ten) of municipal officials said they would prioritise service redesigns and using financial reserves to manage increasing fiscal pressures.”

Detailed Cases of Planned Sales

One local authority in southeast England announced its asset disposal plan featured the disposal of a shopping centre in Rainham and a community venue in another town to generate £20m over the next half-decade.

  • Gillingham golf club and business parks held in two English counties, which all provide rental income for Medway council, will also be sold under the plan.

Council Tax Increases and Wider Financial Strains

This research of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to raise local levies next April to cover the growing cost of essential services, higher levels of homelessness, and a persistent housing shortage.

The authority said it will proceed with asset sales after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking creative strategies but some of these require time to achieve both better provisions and financial savings,” said Vince Maple.

He continued: “There are demographic pressures which will continue to add to the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Projections

Research of regional authorities recently also found council budgets being strained by the increasing figures of children and adults requiring Send support.

A network of councils projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Ministers have delayed scheduled changes to the Send system until the coming year after a white paper outlining those changes has been postponed.

Deprivation and Funding Shortfalls

Based on the latest deprivation measures (the Index of Multiple Deprivation) for UK local authorities, many key cities members were among the most disadvantaged in the country.

  • “Member cities like several major towns rank in the top 30 across the country under the latest IMD measures,” noted the report.

“While only one key city is in the ten most deprived for disadvantaged communities countrywide, urban areas are much more prone to be in the worst-off 20% of the nation. The figures highlights the extent of difficulties confronting local leaders across key cities in the coming year,” the report concluded.

“Local government leaders have been clear about the need for a equitable and lasting financial structure that reflects and responds to the actual extent of deprivation and need,” said a council leader.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of local authorities have cut or compromised social care provision in the past 12 months, the survey found.
